Yes, he was born with Cerebral Palsy (spastic quadriplegia). He'll likely never be able to sit, stand or walk unassisted (barring major medical advances.) Special ed resources are a big part of why we'll be returning to the US next year. While we have access to great options for his physical needs here in Mexico, we're finding that as he gets older, we're just unable to adequately meet his cognitive, emotional and behavioral needs here.

My wife wants to be back near family after living primarily abroad for 10 years, so we're probably going to end up in Columbus, OH. There's a very good CP clinic there.
