what of security though? if they really want people not to be stealing bandwidth or sniffing a hotspot, then they're gonna have to make them VPN into the real network, which will effectively cut the bandwidth by half.

Not necessarily. I use vtun for a VPN and it is generally faster than the line it is running over due to compression. In cases like this VPNs can actually provide more bandwith as compared to a normal IP connection.
