It is a known problem. Some code to normalize volume between different tracks was accidentally turned on in 2.0b3, before it was working. If you upgrade to 2.0b7 it should solve the problem, but it might be better to wait for the new beta release, as 2.0b7 has some other problems that you might want to avoid.
