101 is 100 ohms.

1 - first digit
0 - second digit
1 - number of zeroes after the two digits.

Occasionally you might find 4 digits in which case it's simply 3 digits and then the number of zeroes.

You can get capacitance meters. That's about the only easy way. You'll likely need to disconnect one end to get a real reading though since other parts of the circuit can affect things. Same with resistors really though.

Really need a circuit diagram to figure out what would be "sensible" values.
