Their tool, supposedly, should pop up in both cases. I'm pretty sure that was their intent, because I think some of the options they give are only useful if the server is up and only the requested page is missing.

I could be wrong about that, but I could swear I've actually had the thing work in some (rare) 404 situations, too, just not nearly enough of them to make the tool useful.
