You have to be a little careful saying that. On a regulated supply the statement is 100% correct. However on an unregulated supply the output voltage is generally going to be high at lower loads e.g. 1A load on a 4.5A supply. A 16V 4.5A unregulated supply will definitely output more than 16V when supplying 1A

To be sure you need to measure the supply at the desired load.

In this case, I'm sure a thinkpad supply is regulated so it's not a problem.
