I did some searching around some of the MythTV resources. I couldn't find a whole lot about setting it up to get a program guide in Croatia, but I did find one person on the mailing list who has done it, here.

And of course the nice thing about MythTV is the answer to all your questions of whether it can do these things is "Yes, it can."
