Better to make regulations that are 'device independant', ie "No imaging equipment in changing rooms"...

Or, even better, ``don't take lewd pictures of someone without his or her permission.''

Covers all eventualities without making the possession of an otherwise legal device illegal.

Of course, then you'd have to define lewd, but that's fairly easy to define in this case.
